Breaking News: S&K Aerospace Awarded $4.2B U.S. Air Force PROS V Contract

skt-inc_logo_horizontal_no-tagSt Ignatius, MT, November 2, 2016 – The U.S. Air Force has awarded S&K Aerospace, LLC a $4.2B contract for the Parts and Repair Ordering System (PROS) V Program.  The single award contract is the latest generation of the PROS Program and was won by S&K Aerospace under a full and open competition.  S&K Aerospace was competitively awarded the predecessor PROS IV contract in March 2012.  As the PROS prime contractor, S&K conducts procurement activities required to provide logistic requirements support to over 90 Foreign Military Sales (FMS) customers. PROS provides allied customers the best value for part support for aging weapon systems and out-of-production/obsolete parts in support of their weapon systems.

In addition to S&K Aerospace, our PROS V Team includes Parts and Repair Technical Services, Inc. (P.A.R.T.S. Inc.) of Stockbridge, GA. P.A.R.T.S. Inc. is a privately-owned company headquartered in Stockbridge, GA with offices located in Warner Robins, GA. They specialize in providing material procurement, training, technical services, logistic support, and export services.

The Program is a tri-service (Air Force, Army, Navy) effort supporting FMS customers through procurement of spare parts/supplies and maintenance (repair) support for a wide range of hard to support items as well as providing a contracting vehicle for specialized technical services through task orders.  The PROS Program is the U.S. Air Force’s solution to providing FMS procurement and repair support long after the support of certain weapons systems is eliminated from the U.S. inventory.  “The success of the program relies on our ability to process a significant volume of customer requirements in a relatively short period of time to meet the requirements of the contract,” said Tim Horne, Director of PROS Programs.  “As well as managing a well-qualified and diverse vendor base to satisfy the wide-range of needs.”

The PROS V contract includes options which, if exercised, will result in a 15-year period of performance— a 5-year base period, 5-one year options, and a 5-year close-out period. Work will be primarily performed out of the S&K Aerospace facilities in Warner Robins, Georgia. The Air Force Security Assistance Center (AFSAC) at Wright-Patterson Air Force Base (WPAFB), Dayton, Ohio, is the contracting and managing activity.

What GAO Found

GAO has reported in the past that the Small Business Administration’s (SBA) ability to enforce regulations prohibiting the award of follow-on, sole-source contracts to 8(a) subsidiary firms of the same Alaska Native Corporation (ANC) relies on contract information from other federal agencies that is sometimes incomplete. SBA’s regulations prohibit program participants from receiving an 8(a) sole-source contract that immediately follows another 8(a) contract with the same requirements performed by another participant owned by the same ANC.  Read the whole report on GAO’s Website…

We’ve been quiet here at the FedNewsFeed, but I’ve been monitoring news and haven’t seen many ground breaking articles recently.  This piece about the SBA Mentor-Protege program is a general overview of how larger companies like Lockheed Martin call on smaller companies for their specialized experience.  The program is an avenue for these smaller companies to access work opportunities with the federal government.

PilieroMazza Submits Comments on Proposed Mentor-Protege Programs

PilieroMazza has recently released their comments regarding the U.S. Small Business Administration’s (“SBA”) proposed rule of February 5, 2015, to establish a mentor-protégé program for all small businesses.

Overall, the firm says “We concur with much of what SBA is proposing in this rulemaking and we commend the agency for its efforts. We hope SBA will target the end of 2015 to issue the final rule.”

OHA Ruling Shows Danger in Proposed SBA Rule By Jon Williams As the saying goes, unless you have been living under a rock, then you know that SBA recently proposed new rules to create a mentor-protégé program for all small businesses.   Less well known, however, is a provision included with the proposed mentor-protégé rules that would dramatically alter how applicants in non-designated groups qualify for the 8(a) Program. SBA is seeking to change the rules for establishing social disadvantage so the agency could reject a claim of social disadvantage if SBA believes the applicant has not sufficiently rebutted an alternate theory by SBA for the claimed discrimination.

In our comments to the proposed rule, we opposed this change because we believe it would unfairly increase the evidentiary burden for applicants. It will also create a slippery slope that will make it much easier for SBA reviewers to reject what an applicant has offered to show social disadvantage, even when the information is uncontroverted.
